“A crime has been committed against Ukraine, and we demand punishment only,” he said in a pre-recorded message to world leaders.
“Crime has been committed against our State border. The crime was committed against the lives of our people. Crimes have been committed against the dignity of our women and men. Crimes have been committed against the values that make you and I a community of the United Nations. ”
Five point plan
First time since COVID-19 pandemic, the Heads of State and Government are once again back in New York for their annual debate.
Last week, UN member states met to vote on allowing Zelenskyy to speak via video instead of in person.
Speaking in English, the President outlined a peaceful formula for punishing aggression, protecting life, restoring security and territorial integrity, ensuring security, and emphasizing the importance of importance of determination.
He emphasized that it does not include neutrality.
“Those who talk about neutrality, when human values and peace are under attack, mean something else,” he said. “They just sympathize with the protocol. And that’s why they pretend to protect someone, but in reality, they only protect their vested interests.”
Special Courts and Sanctions
President Zelenskyy said not only the peace formula can work for Ukraine but also for anyone who may find themselves in a similar situation as we did. ”
Penalties for aggression include implementing punitive measures, such as bans on trade and travel.
“A Special Court should be established to punish Russia for the crime of aggression against our State. This will become a signal to all aggressors ‘will be’, that they must value peace or be held accountable to the world,” he said.
“We have prepared the correct steps to establish such a Court. They will be presented to all Countries. Ukraine will call on the UN General Assembly to support an international compensation mechanism.
On the matter of protection, the President mentioned Ukrainian cities such as Izyum and Bucha, where hundreds of bodies were discovered.
“The only thing that differentiated the mass burial at Izyum from what the world saw in Bucha was, in fact, the burial. The Russian army has been in Izyum for a longer time, and therefore the bodies of the dead are buried rather than scattered on the streets,” he said.
Protecting citizens and liberating territory requires weapons, and Mr. Zelenskyy appealed for support.
“For us, this is a fight for life,” he said. “That’s why we need defense support – weapons, military equipment and artillery. Offensive, long-range weapons are enough to liberate our land, and defense systems are, above all, anti-aircraft. And we need financial support – to keep internal stability and fulfill our social obligations to our people.”
Undermining global safety
Turning to the third point of restoring security and territorial integrity, Mr. Zelenskyy talked about how war has undermined global safety. It has affected food and energy security, even maritime and radiation safety, among other areas.
The President thanked the Secretary-General of the United Nations for his participation in bringing Ukraine’s agricultural products back to the international market, with nearly 30 countries benefiting so far.
“We have to increase supplies by sea, both in market conditions and in the United Nations (World) Food Program, of which Ukraine has always been a reliable partner,” he said.
“Despite all the difficulties caused by the war, we decided to provide humanitarian aid to Ethiopia and Somalia, so we will send them some more of our wheat.”
Fighting ‘energy blackmail’
However, Mr. Zelenskyy acknowledged that security was tougher, pointing out a missile attack on the Southern Ukraine Nuclear Power Plant on the eve of the General Assembly.
He also recalled the situation at the congested Zaporizhzhia Nuclear Power Plant “which Russia has turned into a target”, adding “and that makes you all a target”.
In response to the global cost of living crisis, the President has called for the elimination of “Russian energy blackmail”, which he identified as a key factor behind the price turmoil.
“It is necessary to limit the price at which Russia exports its energy resources. It is necessary to turn Russia’s oil and gas back into mere commodities, he said.
“Currently, oil and gas are Russia’s energy weapon. And that is why it manipulates the market so that electricity, gas, gasoline and diesel become the privilege of the few instead of becoming a common good for all.”
Zelenskyy also said that the international community “must eventually recognize Russia as a state sponsor of terrorism” and warned that “when one country tries to steal another country’s territory, it will cause All countries in the world were attacked.”
The peace formula includes proposals to upgrade the “security architecture” through legally binding bilateral and multilateral treaties. The plans were presented to the partners.
“These are the conditions under which the guarantors act, and the deadlines for their actions to bear fruit – results on land, at sea and in the air; in diplomacy and politics, in economics and finance, in the supply of weapons and intelligence”.
President Zelenskyy concluded by thanking 101 of the 193 UN member states that voted in favor of allowing him to provide the video address.
He noted that only seven countries voted against the measure: Belarus, Cuba, Democratic People’s Republic of Korea, Eritrea, Nicaragua, Russia and Syria.
“If this alliance is against our resolve, then I congratulate you all,” he said. “Because this means that peace will prevail over any act of aggression and there are no obstacles for us to implement the formula of peace.”
