But the pledge was never fulfilled alongside efforts to end the country’s nuclear weapons program.

North Korea carried out its first nuclear weapons test in 2006, in violation of an international ban on nuclear testing. Since then, United Nations Security Council unanimously passed several resolutions imposing sanctions on the country over its nuclear program.

Pyongyang has denounced previous US military deployments and joint exercises as rehearsals for war and evidence of the hostile policies of Washington and Seoul.
